Job Title:                          Network Manager

Job Purpose:

This role will involve responsibility to ensuring that the network backbone and shared resources including servers are configured and maintained in a manner that will provide smooth operation of the IS infrastructure which supports the MIS of FINCA DRC. These include design, documentation, implementation, maintenance and support of the network infrastructure to achieve the required efficiency and to minimize downtimes at all times as per SLAs. Assures system stability, security and maximum uptime. Monitors access to system resources, and tracks connectivity and security problems. Analyzes problems and implements solutions according to organization’s procedures. Performs circuit and network troubleshooting to diagnose system problems; analyzes system functionality; identifies, locates, and resolves complex network problems to ensure minimal disruption of critical applications. Monitors and reviews system log reports and network documentation. Resolves and repairs problems within scope of authority. Manage all the IT systems, and ensure an optimal working of service desk.

Specific Tasks, Duties and Responsibilities:

In conjunction with FINCA Services Africa, designing and recommending appropriate Network Infrastructure and technologies  for FINCA DRC,

Installation and maintenance of network resources such as routers, switches, firewalls and system software applications, including remote site deployments as required.

Installation, configuration and updating network server software upgrades, file sharing and domain security protocols.

Plan the network growth in accordance with the business

Configuration and managing servers

Design and manage Active Directory

Setup, manage and enforce group policies and network security policies on the LAN, WAN and Internet

Installation and maintenance of corporate email systems.

Ensuring availability of the network resources at all times

Investigate problems with network components and hardware and ensure appropriate corrective actions are taken

Oversee and maintain content filtering solutions

Install and maintain network cabling

Install and maintain fiber where applicable

Provide technical advice as required for system planning.

Developing and maintaining network standards and keep all documentation related to the network infrastructure.

Regular and timely reporting and escalation of all network related problems to all relevant parties.

Working closely with outsourced vendors to implement and manage the network infrastructure

Develop good working relationships with other members of the team and vendors

Perform any other related duties that may be assigned from time to time.

Implement and Ensure the Business continuity over all the FINCA DRC’s branches

Implement SLA with all service Providers

IT Assets management.

Report periodically to hierarchy (ISM) about all activities on weekly basis

Knowledge and Skills:

3+ years of experience within a technical support environment, including hardware, software and network support.

Experience in the use of routers, switches, hubs and other network interfaces.

Proven ability to resolve networking problems efficiently and effectively.

Previous experience as a network administrator.

Previous experience as a system administrator

Knowledge working with Linux and Windows Operating Systems

Network Storage platforms awareness

Proven ability to work creatively and analytically in a problem-solving environment

Proven success in contributing to a team-oriented environment

Proven ability to balance, prioritize and organize multiple tasks

Excellent interpersonal, written and oral communication skills

Fluency required in English, French will be an added advantage

Ability to transfer knowledge and provide guidance to others

Knowledge of Banking systems is an added advantage 

Knowledge of CISCO

Working conditions:

This is a normal office-based job but involves considerable travelling on implementation of information systems projects and system troubleshooting, and also liaising with vendors on information system developments.

Decisions related to routine maintenance of network infrastructure and other related Information Technology systems.

Types of recommendations:

Recommendations related to up-grading of the network infrastructure and associated peripherals.

Recommendations to changes in the system architecture and appropriate use of the right technology.

Impact and Consequence of Error:

Damaging errors:

Errors related to network design may result in the misalignment of the banking system to the business.

Errors related to upgrading of network infrastructure might lead to inefficiencies in network services.

Errors related to design of security policy may lead to financial losses.

Errors related to managing change requests, which require pre-approvals and accurate implementation to avoid loss of previous configurations in the failure of new configurations.

Operating Guidelines:

IS Policy and Operating Manual

Strategic business plan and management guidelines and circulars.

Degree of Autonomy:

Moderate autonomy in decision making related to management of the FINCA DRC information system.

Qualifications:

A degree in Electronics or in Computer Science

An MCSE /CCNA/CCNP or Linux Certified is added advantage

ITL certification is an advantage

Prior experience working in a telecom or banking industry is an added advantage.

Variety and Complexity of Functions:

The job holder will be managing the network infrastructure with different provider(s).The incumbent will also be responsible for quality assurance and obtaining service line agreements on the performance of the system and to ensure the set standards are adhered to.

The job holder has to uphold confidentiality with regard to all information coming to him/her by virtue of the position.

Minimum downtime on information systems.

Timely and efficient implementation of information systems projects.

<80% open application incidents within review period.

Other performance measures will be aligned to IS Strategy.

Staff:

The staff have the right skills and knowledge to perform to the required standards.

The staff are motivated to perform to meet the annual targets.

FINCA is able to deliver services promptly and timely to customers.
